The real payoff is the discount it can unlock: Florida’s own 2006 rate table shows a hip roof or hurricane shutters each add roughly 45 to 55 points to the wind-premium credit once FBC-compliant roofing is already in place. Louisiana, Alabama, South Carolina and Texas each handle wind mitigation differently, from a mandatory percentage discount to a straight compliance surcharge.

Florida rows are isolated marginal effects read directly from Florida OIR's officially published discount table OIR-B1-1699.xls (Section 627.0629, F.S.), holding every other form field at a stated baseline so each feature's individual contribution is visible. This table is labeled 'effective October 2006 (updates pending)' on floir.gov as of Aug 2026 — it is a statewide REFERENCE table, not a live universal rate; every individual insurer files its own actuarial factors with OIR and actual policyholder discounts differ by carrier, territory, and deductible choice. Louisiana figures are the only current cross-state numbers that are both mandatory and fully public (Regulation 136, effective 1/1/2027). Alabama and South Carolina mandate/enable a discount but do not fix a %; Texas ties WPI-8 to coverage eligibility and a non-compliance surcharge rather than an affirmative discount.

Method
8 initial WebSearch queries were blocked mid-task by a session-wide search budget exhaustion (0 results returned before the cap). Fell back to https://html.duckduckgo.com/html/?q=... via WebFetch for all subsequent search steps (7 DDG searches run this way, covering the OIR-B1-1802 form, Citizens' rate manual, FL Statute 627.0629, IBHS FORTIFIED by state, TWIA/WPI-8, Alabama FORTIFIED law, and SC Safe Home). Two floir.gov PDFs and the two OIR-B1-1699/1700 .xls rate tables returned as unparseable binary through WebFetch, so they were downloaded with curl and parsed locally: PDFs with python pypdf (text extraction), .xls files with python xlrd (cell-by-cell). Three .gov/org pages 403'd on direct WebFetch (law.justia.com, fortifiedhome.org's incentives page succeeded directly but ldi.la.gov's two pages and justia did not) and were re-fetched through the r.jina.ai reader proxy, which returned readable content. Every URL in `sources` was independently checked with `curl -o /dev/null -w '%{http_code}'`; two justia.com URLs, ldi.la.gov/fortifiedbenchmarks and fortifiedhome.org/incentives/ return curl-level 403s (bot-blocking) despite returning real content to WebFetch/r.jina.ai — kept in sources since content was verified, with the 403 behavior noted per-row.
Gaps
No authoritative (state-regulator or insurer-published) inspection FEE schedule exists for the OIR-B1-1802 inspection itself — only home-inspection-company marketing pages quote a $75-$300 range, so we couldn't find one and did not include a fee figure as fact. Citizens Property Insurance's actual filed wind-mitigation credit percentages (as opposed to its field-documentation guide) were not locatable online — Citizens' rate manual with credit factors does not appear to be a public web document; we couldn't find one. Alabama and South Carolina statutes mandate/enable a wind-mitigation discount but neither publishes a fixed statewide percentage table (insurer-set), so no per-feature % could be sourced for either state, only the enabling law and insurer-reported ranges. Georgia and North Carolina FORTIFIED incentive programs were found to exist (via IBHS) but neither a percentage nor a primary regulator source was located within the search budget, so they were left out of the dataset rather than guessed.
